well thats all critisism is welcome

-1 manga ryu ran (he isnt worth the 2 tributes)
+1 blue eyes toon dragon (to replace ryu ran)

-1 toon alligator (not actually a toon)
-1 toon mermaid (worst of all the toons, not very helpful at all)
+1 toon gemini elf (strongest LV 4 toon and good effect)

-1 pumpking and castle of illusions, because even after the 4 turns, pumpking will still be weaker than a summoned skull and they are both 1 tribute

+1 toon summoned skull

Also Consider:

Another Toon Table of Contents, most toon decks use 2 or 3 of these because they can search out any toon card and are very valuable.

Personally I would take out Salamandra and add another Mage Power, Mage Power can really make a difference, and usually you will have at least 1 or 2 other cards in your spell/trap zone so thats a good 1000 to 2000 ATK and DEF boost, easily turning a Toon Gemini into a powerhouse.

Add Scapegoat spell card because you can actually tribute them to summon Toon Summoned Skull, Toon Blue Eyes, and Toon Dark Magician Girl because they are special summons not tribute summons.

Replace Enchanted Javelin with Draining Shield (Draining shield also negates the attack, Javelin doesnt)

You could consider adding an Astral Barrier Trap Card and Spirit Barrier trap card, which is a nasty stall and can really end the duel fast if you have a toon on the field already.

I also include 1 Solemn Wishes trap card to get me even more life points.

And call of the haunted is no longer banned, but monster reborn is just to let you know.

Of course these are just suggestions, I am not a pro or anything, I just play for fun so no one bite my head off, I am just giving some ideas lol
